China Cuts Key Lending Rate and Launches First Nationwide Mortgage Subsidy to Spur Growth

China’s central bank unveiled an unusually forceful support package on Tuesday, combining a lending-rate cut with the country’s first-ever nationwide mortgage interest subsidy — a clear escalation in Beijing’s campaign to revive growth and rescue the property sector.

    What happened

The People’s Bank of China cut its pledged supplementary lending (PSL) rate by 25 basis points, taking the one-year rate to 1.5% from 1.75%. The facility’s scope was also broadened to fund water, power-grid, computing, communications, urban pipeline and logistics networks.

Directed credit got a major top-up:

    • Sci-tech innovation and tech-upgrading relending quota: +200 billion yuan (about $29.8 billion) to 1.4 trillion yuan
    • Relending for farms and small businesses: +500 billion yuan to 4.85 trillion yuan
    • Relending for private enterprises: +300 billion yuan to 1.3 trillion yuan

The headline surprise was housing. From October 1, eligible first-time buyers will receive an annual interest subsidy of 1 percentage point on new commercial mortgages for up to five years, capped at 1 million yuan per household. Qualifying homes must be no larger than 120 square meters and priced no higher than 1.5 million yuan. As Guotai Haitong’s Hao Zhou said, the measures show “a more coordinated effort to support growth by boosting both investment and household demand.”

    Why it matters

China going fiscal-subsidy on mortgages for the first time nationwide is a notable escalation: Beijing is directly subsidizing household borrowing costs instead of just tweaking bank lending quotas. That signals real urgency about the property slump and weak domestic demand.

The move landed a day after the cabinet pledged stronger counter-cyclical support. China targets 4.5–5% growth this year, but Q2 growth slowed to 4.3%, and industrial output, retail sales and investment all weakened into the third quarter while property stayed in a prolonged downturn. The PBOC has moved cautiously on benchmark rates, boxed in by rising US interest rates, heavy debt and shrinking bank margins — which makes this targeted blitz the workaround.

For investors, the immediate read is a sentiment bid on Chinese equities, property developers and commodity-linked assets. But past stimulus rounds fizzled without follow-through, so this needs to become a campaign, not a one-off. Cheaper directed credit to computing and tech also matters for global AI-hardware supply chains.

    What to watch

Whether a broad benchmark cut — the loan prime rate or the reserve requirement ratio — follows this targeted move. Actual mortgage uptake once the October 1 subsidy starts will be the real test of homebuyer demand. Also on the radar: Q3 GDP data, spillover into industrial metals and oil demand expectations, and whether the subsidy draws state-subsidy complaints in US-China trade talks.

Will Beijing’s first-ever mortgage subsidy actually revive homebuyer demand, or is it too small to turn the property slump?
