Ukraine’s overnight drone campaign struck deep inside Russia on Friday (September 25, 2026), forcing the Novoshakhtinsk oil refinery in the Rostov region to temporarily suspend operations, according to Governor Yuri Slyusar. Russian air defenses destroyed about 50 drones over the Rostov region overnight. The refinery sells fuel mainly for export and has annual capacity of 5 million metric tons — around 100,000 barrels per day. Separately, eyewitnesses and OSINT footage showed a fire at an oil refinery in Perm, roughly 1,500 km (932 miles) inside Russia, with a Ukrainian drone seen striking the facility Friday morning; Russian authorities have not commented on the Perm reports. Eight people were injured in a Ukrainian drone attack on Russia’s Ulyanovsk region, and one civilian was killed in the Belgorod region, regional officials said.

Why it matters: These strikes are part of an escalating campaign against Russian energy infrastructure — and they are now forcing real operational shutdowns, not just fires. The Novoshakhtinsk refinery’s export-oriented fuel output means a temporary suspension directly tightens regional product markets, adding fuel-price pressure at the same time traders are already weighing Hormuz disruption risk and the possibility of a US diesel export ban. The strikes come days after discussions at the UN about a potential energy-related ceasefire between Kyiv and Moscow, which Zelenskyy said he discussed with Trump.

What to watch: How long Novoshakhtinsk stays offline; whether the Perm strike is confirmed and its scale; whether Kyiv extends the campaign to more export facilities; and any reaction in refined-product prices and crack spreads.
