The United States has proposed that the United Arab Emirates host a trilateral, technical-level meeting with Ukraine and Russia to discuss efforts to end their four-and-a-half-year war, Ukrainian President Volodymyr Zelenskyy said on Friday (September 25, 2026).
“The American side has proposed… meeting at a technical level in a three-way format,” Zelenskyy told reporters in a WhatsApp briefing. He said Kyiv is awaiting a proposed date from Washington, and that the US suggested the Emirates as a possible location. After his talks with President Trump on the sidelines of the UN General Assembly in New York, Ukrainian negotiators met US counterparts to work through details. “We will inform and discuss these details with the European side, the Americans will talk to the Russians, and we will return in 10 days with either a new perspective or a result,” Zelenskyy said. The Kremlin said Friday that such a meeting could happen soon. Zelenskyy also said he asked Trump to raise the Ukraine war during his talks with Chinese President Xi Jinping in Washington.
Why it matters: This is the first publicly proposed three-way diplomatic format with the US convening both sides at a technical level. Any credible diplomatic path — even exploratory — directly affects how markets price energy supply risk, defense spending, and European growth. Oil markets in particular have been trading heavily off war-related headlines this month, so a real diplomatic track could unwind some of that risk premium. That said, the gap between a proposed venue and a signed ceasefire is enormous, and past proposals have died in the details.
What to watch: The date Washington proposes and whether Moscow commits to it; whether the energy-infrastructure ceasefire Zelenskyy discussed with Trump on Tuesday makes it onto the agenda; and how European partners react once briefed.

Could a UAE-hosted trilateral meeting be the first real opening toward a ceasefire, or is this another headline that fades within days?
