The Pentagon just handed Huntington Ingalls Industries one of its largest ship-maintenance awards in years. On September 29, the Navy awarded HII’s Newport News Shipbuilding a $5.1 billion fixed-ceiling incentive contract for the Refueling and Complex Overhaul (RCOH) of the aircraft carrier USS Harry S. Truman (CVN-75). HII shares rose more than 2% on the news Wednesday.
What happened
- The base contract is $5,099,973,132, with options that could lift the cumulative value to $5,183,380,744, per the Defense Department’s contract announcement.
- Work is scheduled for completion in November 2031 in Newport News, Virginia, with $547.8 million in FY2026 funds obligated at award.
- The award was not competitively bid — HII is the “only one responsible source” with the facilities and experience, the announcement said.
- Separately, HII picked up a $123.4 million contract modification for Lionfish small unmanned undersea vehicle equipment, bringing this week’s announced awards to about $5.23 billion.
- The Truman is the eighth Nimitz-class carrier to reach this once-in-service-life overhaul, following a $913 million advance-planning contract awarded in January 2024.
Why it matters
An RCOH is a once-in-a-carrier’s-life event: the ship’s two nuclear reactors are refueled while propulsion, combat, and electrical systems are rebuilt for the second half of a roughly 50-year service life. That makes this a five-year revenue anchor for HII’s Newport News yard, with unusually high visibility in a business where delays and overruns are the historic risk — the previous carrier’s RCOH ran years behind schedule. For investors, the award reinforces HII’s entrenched sole-source position in naval nuclear work at a time of rising shipbuilding budgets.
What to watch
Execution is everything: watch quarterly progress commentary for cost and schedule adherence, since RCOH overruns are the classic trap. Also watch for follow-on awards — the Lionfish UUV modification hints at unmanned systems becoming a second growth leg for the defense industrial base.
