What happened
Iran’s Ports and Maritime Organization has published a redrawn traffic separation scheme for the Strait of Hormuz, directing inbound vessels to pass between the islands of Qeshm and Larak — a route already dubbed the “Tehran toll booth” and overseen by the IRGC Navy — while outbound traffic is routed just south of Larak, within Iranian waters and within easy reach of IRGC escorts, boardings and vessel identity checks. The announcement, carried by state broadcaster IRIB, cites possible anti-ship mines in the main traffic zone. Intelligence sources have suggested Iran laid mines in the waterway, a claim that remains unverified and disputed. The new chart also designates a “danger zone” where transit is prohibited, overlapping both the IMO-designated traffic separation scheme off the Musandam Peninsula and the recently launched Omani-administered shipping lane — an apparent contradiction of the Omani-Iranian transit arrangement. Why it matters
This is Iran converting the physical blockade of Hormuz into an administrative one. Even without new fighting, Tehran is asserting a right to license every transit through the world’s most important oil chokepoint. For markets, that means the Hormuz risk premium cannot fully unwind on diplomacy alone: crude’s recent pullback on truce hopes could reverse on a single boarding or strike, and shipping costs remain exposed to the new rules. What to watch
Whether Washington or other navies challenge the new scheme; the response from Oman, whose administered lane is now declared a prohibited zone; the progress of the reopening proposal floated at the UN General Assembly; and the U.S. naval blockade of Iranian ports, which Iran’s military says must be lifted before any real opening.Discussion: Can oil markets trust a diplomatic reopening of Hormuz while Iran simultaneously rewrites the traffic rules to its own advantage?
