What happened
Russian Foreign Minister Sergey Lavrov and German Foreign Minister Johann Wadephul met in New York on Saturday, Sept. 26, on the UN General Assembly sidelines — the first top-level talks between Moscow and Berlin since before Russia’s 2022 invasion of Ukraine.
Wadephul said security concerns drove the meeting. A Russian drone incursion at Leipzig/Halle airport in August “crossed a line,” he said, and Germany needed to communicate directly that it is prepared to defend itself.
The second driver was the Black Sea food-export crisis. Attacks on vessels and port infrastructure have sharply curtailed Russian and Ukrainian grain and energy exports. Wadephul said colleagues from the Global South asked him to intervene amid famine risks, urging Lavrov to do “everything possible” for a Black Sea grain-export agreement.
The outcome was frosty. Lavrov dismissed the meeting, saying he learned nothing new — “you could just have called me and said: ‘read my statement.’” Wadephul retorted that this was the reaction of someone with no arguments. Lavrov said Russia has discussed safe Black Sea navigation with India, Egypt and Turkey; Ukraine says it is open to agreements and blames Russia for vessel attacks.

- First such talks since before 2022 invasion
Why it matters
The meeting is the first direct diplomatic contact between Moscow and Berlin in more than four years, with the bilateral relationship frozen since 2022 — and Berlin a close ally of Ukraine.
Black Sea grain and energy exports move through a corridor that commodity markets watch closely. Wheat, sunflower oil and energy flows all depend on safe passage; a disruption there feeds directly into food prices and headline inflation.
The talks also signal a possible diplomatic opening, even as escalation continues — strikes on Kyiv data centers and drone barrages show how far apart the sides remain. Wadephul said the long diplomatic silence had been necessary, but “now the time had come when I believed we needed to talk.”
What to watch
Whether Russia’s discussions with India, Egypt and Turkey on safe Black Sea navigation produce a real agreement — that is the near-term test.
Whether the ministers schedule a follow-up meeting after the UNGA encounter.
And whether Black Sea export disruptions widen further, forcing traders to price in sustained shipping risk.
