President Trump on Monday unveiled a plan by Minnesota-based Mesabi Metallics to build a $15 billion steel mill in Iowa — pitched as the largest steel plant in U.S. history — in the latest big bet on tariff-driven industrial reshoring.

    What happened

At a White House event on September 28, Trump announced the project for Lee County in eastern Iowa, on the Mississippi River. Mesabi Metallics, part of India’s Essar Group, plans an initial capacity of 7.5 million tons per year, expandable to about 10 million tons, using iron ore from its newly opened Minnesota mine — the first new U.S. iron-ore mine in 50 years. The plan was first floated roughly 20 years ago and has endured years of delays and missed state-aid repayment deadlines.

    Key figures:

    • $15 billion project cost
    • 7.5 million tons/year initial capacity, expandable to ~10 million tons
    • 1,750 permanent Iowa jobs; 5,000–6,000 construction jobs
    • White House projects a $95 billion total economic impact over construction plus the first 10 years
    • Steelmaking could begin in 2030

    Why it matters

The White House framed the mill as proof tariffs are pulling investment home: U.S. crude steel output is up 9% since Trump returned to office, about 6,000 steelworker jobs have been added, and American mills now supply 84% of the finished steel market, up from 77% in 2024. With midterms approaching — Iowa faces competitive Senate, House and governor races, and Iowa GOP candidates joined the event — the announcement doubles as political stagecraft.

    What to watch

Execution risk is the headline concern: Essar’s history of delays, the permitting and financing hurdles ahead, and a 2030 start date that is years away. Watch how the project’s timeline holds, what it means for steel-equipment and materials suppliers, and whether other tariff-driven mega-projects follow.

Do you think this $15 billion mill actually breaks ground by 2030 — or is this mostly tariff theater for the midterms?
