What happened
President Donald Trump said on Sunday, September 27, that the United States is “very seriously” considering a ban on diesel exports to fight surging domestic fuel prices. Speaking to a Fox News reporter at the Presidents Cup golf final near Chicago, Trump said: “We’re looking at it very seriously — we may do it.”
The idea is being actively studied at the top of the administration. National Economic Council Director Kevin Hassett, Treasury Secretary Scott Bessent, and U.S. Trade Representative Jamieson Greer have spent the past week analyzing the ramifications of a potential short-term export ban, while farm-state lawmakers have urged curbs during the peak of the fall harvest season.
Key figures:
- U.S. diesel exports surged to a weekly record near 2 million barrels a day last month.
- U.S. national diesel prices are on track toward $7 a gallon, per GasBuddy analyst Patrick De Haan.
- In the U.K., diesel hit a record 199.18p a litre on Monday — above the June 2022 peak — with roughly a third of imports coming from the U.S.
- Refiner stocks moved immediately: Valero (VLO), Marathon Petroleum (MPC), and Phillips 66 (PSX) all climbed in overnight trading alongside diesel futures.
Why it matters
A diesel export ban would be one of the most aggressive U.S. energy interventions in decades — and even the administration is split on whether it helps. Morgan Stanley warned that blocking exports could backfire and push gasoline prices higher, since refiners would cut production runs once storage fills. Energy Secretary Chris Wright has said the administration “will not cease exports” of diesel, and Politico reported a 90-day plan that the White House denied within hours.
For investors, the refiners are the clearest near-term trade. VLO, MPC, and PSX benefit from tight diesel spreads if exports keep flowing, but an actual ban would upend that calculus and ripple through global fuel markets — Europe is already pricing in the risk.
What to watch
Watch for a formal White House decision this week, which would immediately reprice VLO, MPC, and PSX. Also watch EIA diesel inventory data and any statements from Hassett or Bessent, which will signal which faction is winning the internal debate, plus any response from U.K. and EU officials on supply security.

Would a U.S. diesel export ban actually lower prices at the pump, or would it backfire the way Morgan Stanley warns?
