What happened
The U.S. Energy Department said Tuesday it will offer to loan up to 40 million barrels of crude from the Strategic Petroleum Reserve to energy companies through an exchange program — not an outright sale. Refiners borrow the oil now and repay it later with interest, in barrels.
This is the final tranche of the 172-million-barrel U.S. release pledged in March as part of a coordinated International Energy Agency emergency response after the Iran war began — roughly 30 countries moving about 400 million barrels in total. Bids are due Oct. 6 at 11 a.m. CT, DOE expects deliveries in November–December, and repayment is allowed as early as April 2027.
The numbers
- 40M barrels — loaned via exchange, not sold outright
- Final tranche of the 172M-barrel U.S. IEA commitment
- ~500,000 barrels — taker interest in the identical June offer. Will this round differ?
- <285M barrels — SPR inventory, the lowest since 1982 and near the ~252.4M-barrel legal floor for non-emergency drawdowns
- ~$4.46/gal — gasoline, up ~50% since the Iran war began; diesel at or above $6/gal, record territory
- $100+ — Brent’s last settle above this level, on Sept. 24; WTI fell to ~$89 Tuesday as Saudi’s East-West pipeline recovered
Why it matters
The timing is political — pump prices are biting just ahead of November’s midterms. But the market impact looks modest: WTI is already sliding on Saudi’s pipeline recovery, and Barron’s notes the drawdown barely nudged prices.
The deeper issue is strategic. The SPR is nearly spent as a policy tool. Once this oil goes out, Washington has little emergency crude left to fight future price spikes — a thin cushion against Iran-conflict supply shocks.
What to watch
Oct. 6 bid results — will companies actually borrow this time after the June flop? DOE’s promised ~200M barrels of in-kind repayments returning over the next year. Whether Iran–Doha talks produce a deal reopening the Strait of Hormuz — that would move oil far more than this release. And keep an eye on diesel crack spreads.

Discussion
Do SPR releases actually help drivers at the pump, or are they mostly political theater once the reserve is this depleted? What does a near-empty SPR mean for U.S. energy security?
