Ukraine may soon build its own Patriot missiles: Volodymyr Zelensky said Friday that Donald Trump has made a final decision granting Ukraine licenses to manufacture the air-defense interceptors, following their meeting on the sidelines of the UN General Assembly.

What happened: “There are concrete agreements regarding Patriot licenses,” Zelensky posted Friday on X. “At our meeting, President Trump stressed that he had made his final decision: Ukraine will receive licenses to produce Patriot missiles.” Only the U.S., Japan, Germany, and Poland can currently produce the systems, and Ukraine has been dependent on allied deliveries. Zelensky said one of his military advisers recently met with defense contractor Raytheon and “an Israeli company” about the licenses, and that Ukraine will also work with other countries given the global Patriot supply deficit. Separately, Zelensky said Kyiv agreed to an energy cease-fire and wants trilateral U.S.-Ukraine-Russia talks at a technical level — the U.S. proposed the UAE as venue, Putin called such a meeting “possible in the near term,” and Zelensky said negotiators will report back “in ten days.”

Why it matters: This would shift Ukraine from begging for air-defense deliveries to building its own, right as Russia’s strikes on Ukrainian cities intensify and winter — when energy infrastructure becomes a target — approaches. It is also a notable win for the defense industrial base: Raytheon sits at the center of Patriot production. The catch is time: standing up missile production lines takes months, not weeks.

What to watch: Whether the licenses translate into signed contracts and actual production lines; the 10-day checkpoint Zelensky set for talks progress; and whether the UAE technical meeting materializes with both sides at the table.
