What happened
Tesla said Tuesday that its supervised Full Self-Driving system has been approved in Croatia, with rollout expected to begin soon. Croatia joins a growing European list that already includes the Netherlands — whose regulator RDW granted approval in April — plus Belgium and Slovenia.
RDW has proposed approval across the entire EU, but an EU-wide vote originally expected in October has been pushed back, with a decision not before December. EU-wide rollout needs a qualified majority: 15 of 27 member states representing 65% of the EU population.
Key figures:
- 4 European countries approved: Netherlands, Belgium, Slovenia, Croatia
- EU-wide vote delayed to December
- Qualified majority needed: 15 of 27 states / 65% of population
- Speed offset in dispute: up to 50% above the detected limit
Why it matters
The country-by-country route is working: every national approval normalizes FSD in Europe and piles pressure on Brussels. The risk is political — the European Transport Safety Council (ETSC) urged EU states on Tuesday to reject the system, arguing Tesla’s speed-offset function can raise the maximum speed to 50% above the detected limit.
Sweden, France and the Czech Republic have raised concerns too, which puts the December qualified majority genuinely in doubt. Musk’s response — that delaying FSD approval “will cost lives” — raises the stakes further (Related reading: EU delays Tesla FSD vote to December as speed-limit concerns grow and Tesla robotaxi app update hints at Cybercab booking).
What to watch
The December EU vote is the main catalyst. A qualified majority would hand Tesla a continental green light; a rejection driven by the speed-offset dispute would leave the company with a patchwork of national approvals. Watch how Croatia’s rollout performs — a clean launch strengthens Tesla’s hand ahead of December.
