Russian President Vladimir Putin said on Friday that all peace proposals to end the war with Ukraine are “on the table,” while warning Kyiv to expect a sustained retaliatory response from Moscow. Speaking to Russian journalists after the Forum of United Cultures plenary session in St. Petersburg, Putin said Moscow would weigh each proposal against Russia’s own interests.
Putin said Russia had been ready to resume talks with Kyiv after last week’s parliamentary elections, but accused Ukraine of attacking Moscow and hitting polling stations. He said Ukraine’s ceasefire calls sat behind its own provocative actions, warning: “They are the ones who started it. Everywhere, on every front. Are these playthings, child’s play?” He added Ukraine should “be made to feel Russia’s retaliatory strikes,” as Kyiv was “only making things worse for themselves.”
Separately, Putin said Russia is not preparing for war with Europe — “We are not preparing for any military action with Europe. We have no such plans” — while accusing aggressive European circles of using Ukraine as a tool and saying Russian-speaking minority rights in the Baltic states would be pursued through international law. The remarks were reported by Russian news agencies and picked up by Reuters (Maxim Rodionov, Marina Bobrova).
This follows the US proposal for a UAE-hosted trilateral meeting with Ukraine and Russia, and Friday’s drone strikes that killed a 14-year-old boy in Kyiv and damaged an oil refinery in Perm.

Why it matters for markets: this is both a small opening and a warning. The “all on the table” language, alongside possible trilateral talks within about ten days, gives diplomacy a foothold; the retaliation threat and blame-shifting over the elections point the other way. Oil traders have Brent around $104–106 on diplomacy hopes; a breakdown puts $120 back in play, while a credible deal takes it under $100. European defense and energy stocks remain most sensitive to escalation headlines.
What to watch: whether the US–UAE trilateral meeting gets a firm date; Ukraine’s next drone strikes versus Russia’s promised retaliation; weekend energy-market positioning; and whether any ceasefire language emerges from the UN track.

Not financial advice.Do you think the trilateral talks have a real chance this time, or is “all on the table” just positioning?
