Ukraine struck deep inside Russia overnight on Friday, September 25, hitting an oil refinery in Perm about 1,500 km (932 miles) from Ukrainian territory, according to EA WorldView. Eyewitnesses said the Perm refinery was set ablaze. Reuters reported that Russian officials confirmed two deaths and widespread damage from the overnight drone wave: one civilian was killed and another wounded when a drone struck a truck in the Belgorod region, and one man was killed during a “massive” drone attack in the Perm region, which hosts a major oil refinery. Eight people were injured in the Ulyanovsk region, where industrial and civilian infrastructure was damaged and a major electronics plant is located; EA WorldView reported a hit on the Iskra electronics plant there. Russia’s Defense Ministry said air defenses destroyed 592 drones overnight. In the Rostov region, a drone attack damaged the Novoshakhtinsk oil refinery, forcing it to suspend operations temporarily, with no casualties reported. Voronezh saw 88 drones destroyed, with four people injured and damage to residential buildings, vehicles and industrial facilities; EA WorldView reported a synthetic rubber manufacturing plant was damaged there. A passenger train traveling from Moscow to Tolyatti was also hit in the Samara region, injuring the driver and halting rail traffic. Reuters noted it could not independently verify the reports and that Ukraine did not immediately comment.
Why it matters: Kyiv is systematically pushing the war onto Russia’s energy and industrial base; targets hundreds of kilometers from Ukraine show Russian air defenses stretched thin. The energy read-through: refinery outages tighten refined-product balances while crude sits near $105 on Hormuz risk — watch gasoline and diesel cracks, not just Brent. Civilian casualties on both sides raise the political temperature.
What to watch: the proposed UAE trilateral meeting channel; Russia’s retaliatory response (historically aimed at Ukrainian energy infrastructure ahead of winter); whether the deep-strike tempo sustains.

Discussion question: Are these deep strikes an effective way to pressure Moscow toward negotiations, or do they mainly risk escalation heading into winter?
